EV chargers in the Margate Conservation Area.
Old Town Margate is inside the Margate Conservation Area and rich in Grade II listed frontages. Installing a wall-mounted EV charger on the front of a listed building means listed building consent and roughly 8 weeks of TDC paperwork. Here's when you need it, when you don't, and the routes I use to install chargers on CA-heavy addresses without triggering consent.
Listed vs Conservation Area - the two-tier rule
Conservation Areas (CAs) and Listed Buildings are two different levels of protection:
- Conservation Area restricts demolition and certain alterations to the character of the area. External alterations visible from a public place normally need planning permission if they'd fall inside a permitted-development category that's been withdrawn by an Article 4 direction.
- Listed Building (Grade I, II* or II) is a separate legal category - Listed Building Consent (LBC) is required for any works affecting character, inside or outside, even if planning permission isn't required.
An EV charger surface-mounted on a listed building's front elevation needs LBC. The same charger on a non-listed property inside the CA generally does not, provided it's sited sensitively.
The Margate CA scope
The Margate CA covers the historic Old Town core plus much of the Fort area, extended and re-appraised in 2019. Grade II listed frontages cluster around Hawley Square, Cecil Square, Trinity Square, King Street, Fort Crescent, Cold Harbour and stretches of Marine Drive. Cliftonville has its own CA covering the seafront terraces from Ethelbert Terrace east. Both are on TDC's Historic England-linked list; I check every address before quoting.
Route 1 - Non-listed CA property, front elevation
For a non-listed property inside the CA where the charger has to go on the front, TDC's local view (per current CA appraisal) is that a discreet wall-mounted charger in a neutral colour (RAL 7016 anthracite or matching brickwork tone) is generally acceptable without a planning application. I'd survey and quote in confidence, install without consent, and photograph the finished work for the client's records. If challenged later, the finish and siting reads as compliant.
Route 2 - Non-listed CA property, side or rear
Where a side alley, rear garden or driveway offers cable-routing options, I always default to rear or side siting. Not visible from the street = no CA consideration. Cable run planned to avoid front-elevation chases.
Route 3 - Listed property, rear/side
If the property is Grade II listed and you have side or rear access, the same rule applies - siting away from the front elevation avoids LBC in most cases. LBC still technically applies to any alteration affecting character even in interiors, but a rear-mounted charger on a listed property with no impact on original fabric is normally cleared without individual consent.
Route 4 - Listed property, front elevation only
This is where LBC becomes unavoidable. TDC's conservation officer reviews the application - typical turnaround 6-8 weeks. I submit these routinely, drafted with the design and access statement, showing charger position, cable route, colour/finish match, and reversibility of the fixings. Fee is around GBP 250 for the LBC application plus my drafting time. Approval rate is high provided the design is discreet.
Route 5 - Bollard mount on driveway
If you have off-street parking and a driveway, a floor-mounted bollard charger sidesteps the wall-mount conversation entirely. It's fixed to the driveway surface (not to a listed elevation), doesn't require LBC, and is generally invisible from the pavement. This is what I default to on the tricky Fort Crescent and Hawley Square jobs where wall-mount would drag in weeks of paperwork.
What TDC's conservation officer actually cares about
- Reversibility - can the charger be removed later without leaving damage?
- Colour/finish - does it match adjacent brick/render/paint?
- Position - is it central, obtrusive, on a formal facade element (parapet, cornice)?
- Cable route - is it chased into original lime plaster, or run neatly under a lead flashing?
- Historic fabric - does the fixing damage brick, stone, tile, or original mortar?
Design an install to answer all five and LBC is a formality.
The cost impact
A standard EV charger install in Margate: GBP 850. On a listed frontage requiring LBC: add GBP 450 for the application, drafting, wait time and revisit. Rear/side install on listed property: no premium. Bollard install: no premium other than the extra concrete work if the base isn't there.
OZEV grant compatibility
OZEV grant approval is separate from LBC. A grant-eligible install can proceed once LBC is granted; TDC's timeline doesn't hold up the OZEV process, they run in parallel. Renter and flat-owner grant is currently GBP 350 off the install. Homeowner with driveway - grant closed April 2022, not eligible.
