What an EICR actually is

An Electrical Installation Condition Report is a formal document, produced to BS 7671:2018 (updated by IET Guidance Note 3, current edition), that assesses whether an electrical installation is safe for continued use. It's the electrical equivalent of an MOT. The inspector tests every circuit, checks continuity, insulation resistance and RCD trip times, and codes any deficiencies:

• C1 - Danger present. Risk of injury. Must be made safe immediately. Report is Unsatisfactory.
• C2 - Potentially dangerous. Urgent remedial action needed. Report is Unsatisfactory.
• C3 - Improvement recommended. Not a compliance failure but should be addressed. Report can still be Satisfactory.
• FI - Further investigation required. Auto-fail: report is Unsatisfactory until resolved.

Landlord obligation under the 2020 regulations

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require every private landlord in England to have an EICR done at least every 5 years and at the start of every new tenancy. The report must be Satisfactory, or any C1/C2/FI codes remediated within 28 days (or the timescale on the report if shorter). Thanet District Council enforce this locally and can serve financial penalties up to GBP 30,000 for non-compliance. A copy must be given to existing tenants within 28 days of the inspection, to new tenants before they move in, and to TDC within 7 days if requested.

What I do at the visit

• Isolate the installation, expose the CU, and record the make, model, and installation date
• Dead-testing: continuity of ring finals and CPCs, insulation resistance on every circuit (500V megger)
• Live testing: earth-fault loop impedance (Zs) at every accessible point, RCD trip time at 30mA and 150mA, prospective fault current at origin
• Visual inspection of every accessory - sockets, switches, light fittings, extractor fans - for damage, correct polarity, and CPC continuity
• Bathroom zone check under Section 701 - IPX4/IPX5 fittings correct for zone
• Photograph every non-compliance for the report
• Report drafted same evening, PDF issued within 5 working days

How long it takes on site

Standard 2-bed flat or terrace: 2 to 3 hours on site. 3-bed semi: 3 to 4 hours. HMO or larger property: 4 to 6 hours. I can normally do two EICRs in a day. Power is off for around 30-45 minutes total (broken into two or three windows).

Common Margate EICR fails

• Pre-2004 CU with no RCD protection on socket circuits - almost always C2, sometimes C1 if there's no RCD anywhere. Common on Cliftonville mansion-block flats never rewired since the 1980s.
• Corroded external sockets and outside lights - AF3 environment catching up with plastic-front kit. C2 if the CPC path is compromised, C3 if just cosmetic.
• Bathroom fittings in wrong zone - IPX0 fittings above baths (pre-Section 701 installs). C2.
• Immersion heater on unfused spur - C2, needs a proper flex outlet.
• No 30mA RCD on outside socket or shed circuit - C2 auto.

Remedial quotes

If the report comes back Unsatisfactory I issue a separate itemised quote for the remedial work. You're free to use any electrician for the remedials - I'll re-inspect and issue a Minor Works Certificate or full EIC to close it out, whether I did the remedial or you brought someone else in. Some landlords compare quotes; that's fine, it's your money.

Homebuyer EICR

If you're buying a Margate property and the survey flagged "electrics old but functional", an EICR gives you a formal cost of remediation to negotiate with.
