LED downlights and the thermal-cutout regs.
Every rental EICR I do turns up at least one bathroom or kitchen with cheap LED GU10 downlights fitted through an insulated ceiling void, no fire hood, no thermal cutout, and a heat-soaked plastic driver sitting six inches from loft insulation. It's the single most common Margate rental fail. Here's why the regs exist and what a proper install actually involves.
The fire risk in plain English
A downlight is a hole cut in a ceiling. When you cut a hole in a fire-rated ceiling (which every ceiling below an inhabited storey has to be, under Approved Document B) you compromise its fire integrity - a normal ceiling gives you 30 minutes of fire resistance to allow escape from the room above, and a downlight hole is a chimney. Add loose loft insulation packed round the fitting body and you have a fitting running hot with combustible material against it.
National fire statistics show downlights are a repeated ignition source in domestic fires - typically halogen-era GU10 fittings that were fine when unattended for 3-4 hours but now sit in a modern insulated loft running 6-8 hours a night.
What Approved Document B and BS 7671 require
- Fire integrity of the ceiling maintained - the downlight must have a fire hood or be integrally fire-rated to 30, 60 or 90 minutes matching the original ceiling rating
- Thermal cutout on the driver - if surrounded by insulation the driver mustn't overheat, so it needs an integrated thermal sensor cutting output if the ambient rises above the driver's rated temperature
- IP rating for zone - bathroom Zone 1 and Zone 2 need IPX4 minimum
- Enclosed compatibility - the LED itself has to be marked "enclosed rated" if fitted in a sealed downlight body
Fire-rated LED downlights - what to look for
Fire-rated integrated LED downlights (i.e. LED chip + driver + fire hood built into one unit) meet all four regs above in a single fitting. The two brands I use routinely:
- Aurora AU-FRPRO - 60 or 90 min fire rated, IP65, 12-year warranty, dimmable, 3000K/4000K/5700K colour-switchable
- Ansell iCage - 90 min fire rated, IP65, 6-year warranty, dimmable
Both cost around GBP 25-35 per fitting at trade. Retail on B&Q GU10 loose-fittings is GBP 4-6 each; the difference reflects what you're actually buying.
Retrofit fire hoods - when they work
If existing GU10 downlights are on a landlord/tenant boundary and full replacement is out of budget, dedicated fire hood retrofits (Aurora AU-FRH or similar) fit over the existing loose-fitting downlight and restore the 30/60/90 min ceiling rating. They don't fix the thermal-cutout requirement on the driver itself and they don't fix IP rating, but they do restore fire integrity as a stopgap. Cost around GBP 8 per hood plus fitting time. Not a permanent fix but valid for an interim EICR remediation.
Bathroom-zone rules that catch out most refits
Section 701 of BS 7671 defines zones inside a bathroom relative to the bath or shower:
- Zone 0 (inside the tray): IPX7, 12V SELV only
- Zone 1 (above tray to 2.25m): IPX4 minimum, IPX5 if a shower head can reach it
- Zone 2 (600mm horizontal from Zone 1): IPX4
- Outside zones: normal IP20 acceptable
Most bathroom downlight EICR fails are Zone 1 or Zone 2 downlights fitted at IPX0 (i.e. a normal indoor downlight with no water rating). Cheap ceiling refits done by non-specialist trades routinely make this mistake because it's not visible without checking the fitting spec plate.
What a full downlight replacement costs
Kitchen or bathroom of 6-8 downlights, fire-rated IP65 LED integrated with 3000K warm white: GBP 45-80 per fitting supplied and fitted. Includes removing the old GU10, patching any damage, testing the new fitting, and issuing a Minor Works Certificate. Half-day job typically.
What I don't do
I won't fit loose-driver GU10 downlights through an insulated ceiling. I won't fit an IPX0 downlight above a bath. And I won't tell a landlord their existing setup is fine when it'd fail the EICR - the C2 code catches up eventually.
